How do I find what percentage one number is of another?

Divide the part by the whole and multiply by 100 — for example 45 out of 60 is 75%. Use the 'X is what percent of Y' mode.

What is the difference between percent change and percentage points?

Percent change is relative to the starting value; percentage points are a plain subtraction between two percentages. Going from 20% to 25% is a 5 percentage point rise but a 25% increase.
